Regarding the C4 tool, I’m not familiar with program and the tool but just looked at the pictures from the provided link and it seems to me that it is not the same as Maya’s NURBS. If I see it correctly, I noticed some triangles in the topology, and curves arrangement that doesn’t form a perfect quads patch framework which is not possible with the NURBS in Maya. Judging by the topology of the resulting geometry it seems to by something closer to polygons than NURBS. Regarding Maya’s surfaces, instead of Planar which produces trim surface that is very restrictive you may want to try Boundary which is more flexible in both - curves (they have to be 4 or 3 but they don’t need to perfectly intersect and be planar) and NURBS output which has real (not trimmed) edges.
